I have a scout living in my house who at a recent meeting voted on patrol leaders. After the meeting I was informed first, that my scout voted for a young man that he didn't really think would be but who was elected patrol leader; and second, that several of the scouts voted twice.
Lesson one... if you don't want a candidate to be elected don't cast a vote for that person (even if he is a good friend). Often, simple majority rules and one scout (even if he votes twice) can make that majority.
Lesson two... by non-scout voting rules voting twice would be considered a fraudulent vote and, even in scout voting, should not be done.
