STATUS:
40 hours per week
JOB SUMMARY:
Assists the Human Resources Director with the administration of all human resource functions of the library including staffing, new employee orientation, compensation, benefits, payroll, training, and government reports; performs other duties as assigned.
ESSENTIAL FUNCTIONS:
Maintains strong employee relations with new and current employees, answering questions and resolving issues in a timely manner;
Works closely with branch managers to coordinate coverage for staff on vacation or out ill and compiles and maintains the roster of qualified substitutes
Recruits and selects candidates for on-call, substitute positions and coordinates or provides training to the substitutes as needed
Prepares job notices and advertisements and distributes to all library locations and appropriate community locations;
Performs initial screening interviews and refers applicants for selection interviews for assigned positions;
Counsels interviewing supervisors regarding selection, makes job offers, and notifies unsuccessful candidates;
Meets with new employees to obtain required information for personnel records and explain employee benefit programs and Library policies;
Participates in development and delivery of formal orientation sessions and training for new employees;
Tracks employee training in the Human Resources database and helps coordinate classes and maintain the training calendars;
Monitors employees’ eligibility for employee benefits program and notifies/enrolls employees in benefit plans;
Assists with the administration of the library’s compensation programs to ensure the accuracy of monthly payroll, pay records and personnel records;
Ensures appropriate payroll deductions for employee benefits, prepares billings for health, dental, life and long term disability insurance, sends out Cobra notices, and acts as liaison/advocate between insurers and employers;
Responds to worker’s compensation and unemployment compensation claims, and maintains related records;
Collects and compiles data, produces and submits various government and personnel-related reports including IRS, State Unemployment, Social Security, EEO-1, Department of Labor, retirement administrator, OSHA, salary surveys, and others as required;
Many functions require travel to various library branches and other training locations within Tulsa County with occasional travel outside of Tulsa but within the state. Reliable transportation is required and mileage will be reimbursed monthly.
Performs other duties as instructed and assigned.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of Human Resources Management including interviewing/selection, employee counseling, personnel-related laws;
Ability to communicate personnel-related information effectively to employees, including information about benefits, compensation, insurance, and new employee orientation;
Knowledge of group dynamics and ability to lead groups of 20 or more through training activities;
Excellent interpersonal, interviewing and communication skills;
Knowledge of relevant PC software applications, including various relational databases, word processing, presentation aids and spreadsheets;
Ability to maintain current and accurate personnel files and records;
Ability to prepare accurate and effective personnel related reports as required.
EDUCATION & EXPERIENCE:
Bachelor’s Degree;
One or more years experience in human resources or a related field;
Or equivalent training, education, and/or experience;
A valid Oklahoma driver’s license is required.
