Facilities Manager

LOCATION:

SALARY RANGE:

Grade 17: $50,280/year

STATUS:

40 hours per week

JOB SUMMARY:

Directs the maintenance and operation of all library properties, ensuring that facilities are protected, maintained and operated in a professional, safe, and economical manner; plans and installs HVAC, electronic wiring and other general mechanics  as required; supervises the maintenance/disposal of vehicles and the library’s delivery service; performs other duties as assigned.

ESSENTIAL FUNCTIONS:

  1. Selects, organizes, supervises and evaluates Maintenance and Engineering staff in the physical maintenance and operation of library properties; recommends appropriate personnel actions:
  2. Inspects facilities on a regular basis;
  3. Schedules and directs the daily upkeep of library property and equipment;
  4. Acquires and evaluates tools, equipment and materials required for the upkeep of library property and equipment;
  5. Monitors and evaluates contracted service related to lawn, pest, janitorial and vehicular requirements to ensure quality results;
  6. Works with Associate Director of Support Services to plan Maintenance and Engineering Department budget and administers approved budget;
  7. Works with Associate Director of Support Services to plan for long range support and maintenance needs of existing library buildings and equipment;
  8. Oversees the delivery of materials and interlibrary mail to the various TCCL buildings, ensuring a timely and accurate results;
  9. Oversees the maintenance of the library’s vehicles;
  10. Oversees construction of furniture and equipment;
  11. Responsible for maintaining the security alarm needs of the buildings;
  12. Performs other duties as instructed and assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Supervisory and coaching skills;
  • Strong analytical and interpersonal skills;
  • Ability to read blueprints and schematics;
  • Ability to effectively communicate and negotiate with contractors, vendors, engineers and craftsmen;
  • City of Tulsa mechanical contractor’s license
  • State of Oklahoma mechanical contractor’s license
  • City First Class Building Engineer’s license preferred;
  • Valid Oklahoma driver’s license required and valid commercial driver’s license (CDL) preferred;

EDUCATION & EXPERIENCE:

  • High school diploma and two years of college-level or vocational course work in general mechanics, HVAC, electrical apparatus, and wiring;
  • Five to seven years experience in property maintenance, including project scheduling, budgeting estimating, and developing and implementing preventive maintenance programs;
  • Three to five years supervisory experience;
  • Or equivalent technical training, education, and/or experience.

PHYSICAL & ENVIRONMENTAL CONDITIONS:

Work requires moderate physical effort including lifting and carrying up to 60 pounds and assembling, testing and repairing equipment in a variety of circumstances including possible inclement weather.

Work environment involves the everyday risks or discomforts associated with mechanical or boiler rooms, construction sites, building exteriors including rooftops and the use of chemicals and the operation of medium to heavy equipment. Taking appropriate safety precautions, including the use of personal protective equipment, the use of safe workplace practices and the observance of all applicable codes, fire regulations and traffic signals is mandatory.
